REPORT ON THE ACTIVITIES OF THE BULGARIAN ACADEMY OF SCIENCES AND ARTS FOR THE PERIOD 2012-2016

INTRODUCTION
 
THE BULGARIAN ACADEMY OF SCIENCES AND ARTS (BASA) is a national scientific and creative democratic institute, which aims:
1. To unite Bulgarian national elite in the fields of science, the arts and the civil society in favor of Bulgarian nation and state;
2. To organize scientific and cultural forums in which to present the achievements of Bulgarian science and art in our country and abroad;
3. To work for the spiritual unification of the Bulgarian nation and prosperity of the Bulgarian state.
The Academy has 430 members, including 232 scientists, 131 cultural figures and 19 activists of the civil society. In honorary degrees they are divided as follows:

The report on the work of BASA for the period 2012-2016 was made by combining two approaches - based on the structure, i.e. presentation of work in departments, institutes and sections, and based on summarized information on their activity. This approach achieves both general and detailed information about the activity.
It should be emphasized that the report presents the activities of its members, which are related directly to the program and the name of BASA. We could not report the individual results of the academic members - not because we did not recognize the enormous contribution of this activity, but due to the lack of information from their prevailing number. We want to thank those of our members who sent a detailed reports on their personal activity: acad. Zhanet Grudeva-Popova, acad. Iskra Hristozova, corresponding member Lydia Katrova, acad. The structure of the Academy is composed of three departments: Department of Science, Department of Arts and Department of Civil Society, which are composed of centers, institutes and sections.
The following activities are performed at the Academy:

1.4. Scientific publications, monographs, congress activity doctoral programs, reviews and other manifestations of individual activity.

2.1. Organization and participation in literary events - evenings of poetry, chamber theater, children's theater and more.
2.2. Organization and participation in concerts /choral, instrumental, classical, folk and pop music/ ballet performances, performances of circus
2.3. Exhibitions of painters and sculptures and further specific events
3. Department "Civil society and statehood"
3.1. Organizing forums and roundtables on important problems of society and the state
3.2. Conducting Councils of the Association of Bulgarians around the world and sessions of the World Parliament of the Bulgarians that are structures created by BASA.
4. Publishing - books, monographs, periodicals, online newspapers
5. Journalism and scientific, and educational programs in the media
6. International Events
DEPARTMENT OF SCIENCE
 
Vice-Chairman of BASA and Head of Department "Science" is acad. Miladin Apostolov.
The department has 10 centers, where there are institutes and sections according to the number of members and their professional directivity.
 
1. SCIENTIFIC CENTER "MEDICINE "
 
SCIENTIFIC CENTER (SC) "Medicine" is the biggest center that functions since restoring BASA /2004/. The center has 4 institutes and 34 sections. The number of members is 114 members, of which 52 academics, 42 honorary members and 20 member - observers. Director of the center up to 2014 was acad. prof. Dr. Boyan Lozanov, and since then - acad.prof. Dr. Nadka Boyadjieva.
The overall assessment of SC "Medicine" shows that it meets the criteria for all activities of the academy with high activity and commitment of its members to the objectives of BASA. It have been conducted 23 national conferences, including 5 with foreign participation, co-organizer of the World Congress of Neurosonology held in Bulgaria under the chairmanship of acad. prof. Dr. Ekaterina Tityaova. The center has organized 35 meetings of the Bulgarian doctors forum, publishes a regular magazine "Bulgarian medicine" holds a participation in European and national projects. It is characterized by high individual research. It should be noted that this is not true for all institutes and sections in the center. For example, Institute of Surgery has a much lower activity than the other institutes. Regarding educational activities can do more and especially for these forms of training that are included in the program for postgraduate education of Scientific Academic Education Center /SAEC/. For the entire period at this program it have been performed training courses only at section "Pathology" each year. In 2016 has been conducted course under European program organized by Acad. Prof. Dr. Stoyanov by contract with SAEC.
 
2. SCIENTIFIC CENTER "BULGARIAN NATIONAL STRATEGY"
Director: acad. prof. dr. Grigor Velev
 
The center consists of three Scientific Institutes (SI): SI for Bulgarian national doctrine, director Acad. Orlin Zagorov, SI "National Security" with director corresponding member o.r. colonel Kostadin Kostadinov and SI "Balkan studies" with director acad. Stoyan Raychevski. The center developed issues of strategic importance as the updating of the Bulgarian national doctrine, the issues of national security of Bulgaria and the complicated historical and contemporary relations of the Balkan countries. Particular attention has been paid recently to the national security and developing a strategy for its ensuring in the modern dynamic conditions. In this area have been conducted 2 conferences and the organization of new forum is pending. SI "Balkan studies" jointly with the SI "History" have conducted 20 meetings in Bulgarian History Forum and four roundtables.
 
3. SCIENTIFIC CENTER "BULGAGIAN STUDIES"
Director: Acad. Jordan Em. Kamenov /as of 2014/
 
The center has two institutes that reported sizeable and important work especially in the last three years of the said period.
The Institute "Bulgarian language and literature" develops in three directions: creation of literature and poetry; development of literary criticism; promotion of Bulgarian literature and speech. Undoubtedly important for the high value of the performed matters has the active participation of its members - acad. Rumen Leonidov, acad. Yordan Kamenov, acad. Dragomir Shopov, acad. Marin Kadiev, acad. Ivanka Deneva and other. A great integration is achieved between the artistic speech and its artistic reproduction by conducting artistic performances accompanied by essayistic analysis of the presented works. The Centre on Bulgarian Studies is the only one so far, that has a long and perspective program.
It should be noted that at the Center there is an uneven representation of different sections. With particularly high and system activity is section "Academic Theater of Bulgarian speech" /see their program/. The lack of organized events in the other sections that are clearly defined, published and reported in an appropriate form, is partly due to the large, including abroad employment of its former leader, who left the academy in 2013. These disadvantages in the work have been overcome in the past three years in which has been marked a substantial growth of the literary events and diversification of their form.
The Institute "Bulgarian History" is actively working in two directions: organization of Bulgarian History Forum, which in 2014 and 2015 held together with the Centre Balkan Studies a large volume of scientific events /20 meetings of the Forum and four roundtables/ and writing fundamental historical books: a multivolume edition of acad. Grigor Velev "History of the Bulgarians in Macedonia", "Bulgarian national cause" by acad. Grigor Velev, which have two editions, the issue of the third volume of the multivolume "History of Bulgaria" edited by acad. Plamen Pavlov. In 2016, the events of the forum declined substantially, as there are objective reasons. The Centre needs to attract new members, especially in linguistic studies and of the history. An optimization of the structural units in the center is forthcoming.
 
4. SCIENTIFIC CENTER "AGRICULTURE AND BIOTECHNOLOGY"
Director: acad. prof. Slavcho Pandeliev
 
The center has 4 scientific institutes: SI "Soil Science" with director akad. Ivan Atanasov, SI "Agronomy" with director acad. Slavcho Pavdeliev, SI "Breeding" with director acad. Ivan Stankov and SI "Veterinary Medicine" with director acad. Dimo Gerginov. The greatest activity is effected by the Agronomy institute, based in Plovdiv branch. It held national and regional conferences, members of the center participate in the development of national and European projects. The teaching and training of farmers is developed. The Institute of Veterinary Medicine has reported activity, but it can be done more. Some institutes are only marked in the structure, without scientific events and other activities.
Three conferences are scheduled through the institutes of the center.
 
5. SCIENTIFIC CENTER "ECONOMIC STUDIES AND STRATEGIES"
Director: acad. prof. Georgi Marinov
 
The Centre has two Scientific Institutes (SI): SI 'National and Global Economic Research" with director corresponding member Boris Manov and SI "Studying the national economy" with director corresponding member associate professor B.Mihaylov. It has 12 members. The scientific events - 3 conferences and 6 round table discussions are held within the Bulgarian Economic Forum. The last conference attracted prominent economic experts in our country and is expected a greater presence of academic economists - members of BASA in the economic development of the country. It is necessary accepting new members and incorporation of the present in the work, ensuring regular press release of the magazine "Bulgarian Economic Outlook" and boost training activities. More can be done for systematic review of serious economic problems in the Economic Forum and activating the activities of the new members in the economic sector.
 
6. SCIENTIFIC CENTER "SOCIAL SCIENCES AND HUMANITIES"
Director: acad. Prof. Dr. Krum Krumov /as of 2014 /
 
The Center has 5 institutes /SI "Management and Human Resources Management", SI "Sociology", SI "Demography", SI "Philosophy" and SI "Theology"/ that work with different productivity. For the period SI "Management and Human Resources Management" has manifested system activity by organizing annual international conferences on important issues of management, entrepreneurship and sustainable development. Akad. prof. Dr. Krum Krumov proposed start of cooperation with the Serbian Academy of Sciences, which started with a high pace and ambitions, but do not implemented the planned work so far. The concept for development of educational activities for senior management staff stopped at the level of developing plan and Education board, but so far is not realized due to hardly surmountable and unresolved administrative matters.
The Demographic Institute is characterized by high production of analytical studies and publicism undertaken by its head acad. prof. dr. Petar Ivanov. The other three institutes /Sociology, Philosophy and Theology/ have a low activity, but there is lack of sufficient members. Their leaders failed to activate their members to attract new and to realize the expected activities.
 
7. SCIENTIFIC CENTER "LAW, POLITICAL SCIENCES AND DIPLOMACY"
Director: acad. Dr. Mariya Slavova / as of 2014 /
 
At the center there are two institutes: "Legal Studies" and "Legal protection". There are high expectations of the team of lawyers to defend the rights of the Academy on granting state subsidy and other legally sound decisions, but so far there has not been indicated significant progress. Acad. Maria Slavova show significant activity for registration in public benefit of the association, to update the Statute and Rules of the Academy. She proposed an action plan with a wide range of action - holding regular legal forums, issue of the journal "Legal Review", plans for registration in training courses. Some of its initiatives are beginning to be realized. It is expected that greater involvement and commitment of the members of the Scientific Center for proposals of scientific and legal protection and legal problems of Bulgarian jurisdiction.
 
8. SCIENTIFIC CENTER "SCIENCE AND ENGENEERING"
Director: acad. Prof. Dr Boyko Rangelov
 
The Center has 5 institutes, of which only one /SI "Sciences about the Earth and Space" and exactly its section "Geophysics"/ functions for the entire reporting period with high individual scientific production of its head acad. Boyko Rangelov and publishing activities of associate professor Rumyana Glavcheva. Three of the institutes /Ecology, Reliability - risk analysis, forecasting and projecting, and Innovations/ are new, created in 2016, have ambitious plans for scientific activity and teaching. Started publishing of scientific and technical journal - еditor in chief Akad. Nikolay Petrov, included in the publishing activity of BASA /one issue is already a fact/.
To the center works and corresponding member Dr. Mitko Dimitrov. His work on the pathophysiology of photosynthesis contains original contributions with the rank of innovative hypothesis for the study of this fundamental process necessary for the life on the planet.
 
9. SCIENTIFIC CENTER "CONSTRUCTION, ARCHITECTURE AND DESIGN" /as of 2015/
Director: acad. Prof. Dr. Arch. Nikolai Tuleshkov
 
The center has two institutes: "Architecture, Construction and Urban Planning" led by the Director of the Centre and SI "Design" with director acad. Prof. Sasho Draganov. SC starts with preparing adequate infrastructure and rich multi - sectoral plan- program for research activities which began to be applied. The first major scientific event is the organization of the International Scientific Conference, which lies ahead in November 2016. Applications for the participation have been given by dozens of Bulgarian specialists and foreign scholars from over 20 countries.
The center issues a scientific journal of BASA, together with AI "ARCH & ART"
The center consists of several academics, but relies on attracting young professionals and collaboration with foreign organizations. It is the only center that envisaged in its plan providing sponsorship.
 
10. SCIENTIFIC CENTER "EDUCATION, NATIONAL, CIVIL AND RELIGIOUS EDUCATION"
Director: acad. Boyan Lalov
 
It consists of two scientific institutes: SI "Education" and SI "National, civil and religious education" with director corresp. member Yanka Takeva. In 2013, the Center elaborate Statute and Rules of opening a youth organization "Yunak" to encourage sporting activity and introduce patriotic-educational traditions among students from 1st to 12th grade. These documents are submitted to the Ministry of Education and Sciences (MES), Ministry of Defense and the Ministry of Youth and Sports. The proposed idea was only approved by the Ministry of Defense from which we received a written support. MES refused access to schools.
The center held two national conferences - 2014, 2015 and a round table in 2016. Started conduct of a school competition "A minute is too much," but this initiative did not last. The center needs to attract new members and significantly higher activity.
 
ARTS DEPARTMENT
 
1. CREATIVE CENTER "THEATER, CIRCUS AND CINEMA"
Director - acad. Nikolay Nikolaev
 
The center has three creative institutes /CI/ "Theater Art", "Circus art" with director acad. Aleksandar Balkanski, "Cinema art" with director acad. Dimitar Dimitrov. The creative Institute "Theatre Art" has a strong presence in the cultural life of the capital city and the country. Its activity is highly intertwined with the Center on Bulgarian Studies with director acad. Yordan Kamenov, under whose leadership and scenarios is implemented a program targeted at strengthening the Bulgarian artistic speech. Its strongest expression is a regular performance of musical- literary performances, numbering 34 for the three years of the reporting period only. This is only a part of the program, whose expansion and saturation with new ideas forthcoming in the next years.
It is worth mentioning and the active artistic and charitable activities of circus "Balkaski", which became a joint member of BASA. Its director acad. Balkanski, is among the ardent supporters of the ideas and mission of BASA.
 
2. CREATIVE CENTER "MUSIC AND DANCE"
Director: acad. prof. Emil Yanev
 
The creative center is among the active structures of BASA with various concerts and musical and educational activities. It consists of four institutes, including the institutes "Classical Music" and "Dance" which exhibit a remarkable program and commitment of their members in the cultural life of Bulgaria. During the period are presented 20 concerts, some of them in Hall "Bulgaria", Hall 1 of the National Palace of Culture, the Sports Complex in Varna, Hall "Sofia" in the capital, the Music Academy in Plovdiv and others. Acad. Kurtev has a number of concerts and organizes concert events in Sofia and Kyustendil under the auspices of BASA. An extremely active promotion of Bulgarian music demonstrated acad. Emil Yanev. He made a number of written proposals to the Ministry of Education, to the Ministry of Culture and other institutions for the restoration of Bulgaria's membership in international music societies, for creating state institute Bulgarian glory, to support choral singing, to the Union of Bulgarian Journalists for training and familiarizing the public with the musical problems. Acad. Emil Yanev published a book "Reflections on issues", systematically presented papers for the " The wholeness of Bulgaria". "Dancing" Institute is manifested with the bright presence of two famous Bulgarian ballerinas acad. Krasimira Koldamova and acad. Kalina Bogoeva who continue their creativity and talent through their numerous students.
 
3. CREATIVE CENTER "FINE AND PLACTIC ARTS"
Director - acad. prof. dr. Ivan Gazdov
 
Among the artists academicians and corresponding members of BASA stand out the names of the leading artists in this field as acad. Manev, acad. Spiridonov, acad. M.Lalov, akad. Gazdov and others. Each of them made exibitions in the country impressive with their coloring and variety of styles : acad.Manov makes annual exhibitions in Sofia and in the country, acad. Gazdov also has 6 solo exhibitions, acad. Lalov in 2013 has three simultaneous exhibitions in major galleries in Sofia. Our artists have shown exceptional success and international recognition. Acad. Gazdov was accepted as a regular member of the European Academy of Sciences and Arts with headquarter in Salzburg and acad. Bogomil Nikolov in 2014 received the annual award "Marsh" of the British Association of The medal sculpture /the only winner of this award by a non UK citizen/. Under his chairmanship in Sofia was held the World Congress on medals, September 2015.
The information about the work of all members of the center is not complete and their activity is enough for organized forms of creative expression.
 
4. CREATIVE CENTER „POETRY, PROSE AND LITERARY CRITIC
Director: Acad. Rumen Leonidov
 
There are three institutes at the center, whose work overlaps with that of institutes " Bulgarian Studies" and "Theatre Art" and is difficult to identify own appearance. The presence of such artists in the field of poetry as acad. Rumen Leonidov and acad. Dragomir Shopov, and writers like acad. Galina Zlatareva and acad. Ivanka Deneva contribute to the prestige of this center and thus of BASA. The apostolic activities of acad. Marin Kadiev /150 presentations of Bulgarian literature at home and abroad for a year and a half!/ could serve as an example of dedication to a particular cause. They are not enough initiatives to attract young poets, to hold steady rubric "Bulgarian literary forum", for drawing up action programs, of which there are at the institute "Bulgarian Studies". The literary criticism is not developing as a separate event, except partially in the analysis of the works of our writers and in the presentation of some books /Iordan Kamenov, Marin Kadiev/. In this field is forthcoming the optimization of structural units to achieve compliance with the functions they perform.
 
DEPARTMENT "CIVIL SOCIETY AND STATEHOOD"
Director: acad. prof. Petko Todorov
 
The department consists of one scientific center " Media and Public Communications" , the Association of Bulgarians around the world and the World Parliament of Bulgarians. In the scientific center was carried out extensive work on three main directions: 1. Restoration and maintenance of the historical memory - "Traces in history"; 2. Actual problems of our contemporary life and 3. Development of doctrines in different areas of our lives as part of the general national doctrine. A great number of conferences have been carried out, among which it is worth noting the conference "Modern problems of the Bulgarian-Macedonian relations" jointly organized with the Macedonian Scientific Institute and the Association of Bulgarians around the world. Generally for the period there are 15 forum and discussion "Roundtables" on important issues of our social and political life, such as discussion topics "Taboo for Bulgarian media," "Valuables, Society and Media", "Media literacy" and others.
In 2016, the Institute of Journalism, with director by acad. Valentin Stamov expand its activities through partnerships with other public associations working for development of cultural and civil-oriented policy in Bulgaria. BASA needs more active journalists in the center in direction to raise the prestige of the academy through a clearly pronounced positions in its support and announcement of its activities.
The Association of Bulgarians around the world is set up on the initiative of acad. Grigor Velev in 2008. Its membership includes 145 fellow-countryman organizations of Bulgarians in 38 countries and 90 people of BASA. In November 2014, took place the Second Great Gathering of ABA in Varna under the chairmanship of acad. Grigor Velev with 635 representatives from 38 countries around the world.
World Parliament of Bulgarians /WPB/ was established in 2008 as a functioning body of ABA. The Union of Bulgarian Writers with chairman acad. Plamen Pavlov and 30 members of BASA meets annually. Each forum ends with the drafting of the White Paper with proposals on pressing issues of the Bulgarian diaspora that is sent to leading institutions in our country.
 
FOUNDATION "Bulgarian glory", Chairman: acad. prof. dr. Mladen Grigorov
 
A memorial plaque was set on the street "Odrin", Sofia, dedicated to the victory of Odrin on the initiative of BASA in cooperation with the Red Cross, 2013.
A memorial plaque was set at Klyuch village for the last battle of Tsar Samuil with the Byzantine army.
A project for monument of Knjaz Boris I is prepared.

BRANCHES OF BASA
 
BASA has branches in the cities of Blagoevgrad, Varna, Gabrovo, Pleven, Plovdiv, Rousse, Sliven and Stara Zagora and one abroad - Skopje. Each branch has its specific area of action and development, thus contributing to the accession of Bulgarian scientists, artists and public figures from all over the country to the mission of BASA. Branch of BASA in Plovdiv led by acad. prof. Slavcho Pandeliev is the most active branch, has 41 members. It developed a variety of activities covering almost completely the spectrum of scientific, cultural and social activities of the academy.
 
PUBLISHING ACTIVITY
 
Members of the Academy have issued separate or in collaboration many monographs, books and textbooks. Unfortunately, this activity is not fully reported in order to be accomplished our task before BASA to issue a complete catalog of these publications. The collected data so far indicate printing of 18 medical monographs, including two abroad and 4 medical textbooks. It is issued one textbook for engineering universities „Theory of the automatic control".
In the field of history and social sciences there are references to 8 published books, of which it is worth noting three volumes of the multivolume edition " Bulgarian national history", with editor acad.prof. dr. Plamen Pavlov, " Bulgarian national cause" with author acad. Grigor Velev, which have two editions of the first two volumes of the multivolume edition "History of the Bulgarians from Macedonia" by acad. Grigor Velev.
Three collections with materials from international conferences 2014-2016 have been issued with editor acad.prof. Dr. Krum Krumov.
In the field of literature have been published works of poetry of Rumen Leonidov ,of Evtim Evtimov, of Dragomir Shopov and others.
In the field of belles lettres there are published books by acad. Galina Zlatareva, acad. Ivanka Deneva, acad. Plamen Pavlov, acad.Marin Kadiev and others.
BASA issued several periodical magazines, but with interruptions due to serious financial difficulties. Regularly are published magazines "Bulgarian medicine", editor acad. Filip Kumanov, "Bulgarian Economic Review", editor acad. Georgi Marinov, " Monuments, restoration, museums", editor acad.Nikolay Tuleshkov, "Bulletin of the Bulgarian cultural center" in Bosilegrad edited by suppl. member Ivan Nikolov. Since 2016 started publication of the magazine "Science, Education and Culture" with editor acad. Nikolai Petrov.
BASA also releases two electronic newspapers: "The wholeness of Bulgaria" since 2010 and "Voice of the Bulgarians in Macedonia" since 2014
It is envisaged the recovery of the magazine "Chronicles", of which was published only two books in 2013.
 
MEDIA PARTICIPATION OF BASA'S MEMBERS
 
All major events, scientific forums and cultural events organized by the Academy were published in the newspaper "The wholeness of Bulgaria" and found an echo in many televisions, electronic and print media, some of which accompanied by press conferences. Since 2012 began regular information on the activities of BASA on the website of BASA. In the newspaper "The Life Today" there are a series of interviews with acad. Rumen Leonidov, acad. Grigor Velev on historical themes, the national cause of Bulgarians, the complex relations on the Balkans and especially the fate of the Bulgarians in Macedonia and the Western Outlands and more. Frequently are written commentaries on pressing issues in the "The wholeness of Bulgaria" and "The Life Today" of members of our Academy as acad. Rumen Leonidov, corresponding member assoc. prof. Petar Serafimov, acad.Margarita Kamenova, acad.Petar Ivanov, acad. Emil Yanev and others.
As from 2014 started independent transmission "Cardiogram" , which is held regularly every Saturday on TV "Eurocom" with organizer acad. Nadka Boyadjieva and participation of many members of the Academy of SC "Medicine".
Akad.prof. dr. Plamen Pavlov leads regular column in TV " SKAT" dedicated to Bulgaria, its history and problem contemporaneity. A great success is the newly opened since the beginning of 2016, a separate rubric of acad. Rumen Leonidov, " Subotage", which is held every Saturday on the national radio.
Members of BASA implement currently socio-political, historical, medical, cultural and educational topics on television, radio and print articles in periodicals.
 
SUMMARY
 
Positive trends in BASA's development:
 
1. The Academy marks a significant increase in its overall and a far-reaching activity in fundamental functions of society and state development, such as scientific research, development of authentic contemporary Bulgarian culture and civil initiatives for consideration of current social and long-term problems of the state.
2. It is done enormous by its rate work by highly responsible Bulgarians who have recognized personal achievements in the development of various sectors of society and give selflessly, without payment of their labor, an important contribution to the mission of BASA to serve the Fatherland.
3. BASA became public benefit organization and align its fundamental documents - the Statute and the Rules for its work in accordance to the Law on Non-Profit Organizations.
4. The spectrum of scientific research was expanded with activation of SC of Economy, Social sciences, Legal sciences, Engineering /represented mainly by the Scientific Center for Architecture, Construction and design/, Environmental science and SC "National Security of the Republic of Bulgaria". With these trends for adding new activities to the traditionally well represented Centers on national strategy, of Bulgarian studies and medicine is achieved greater comprehensiveness and balancing of the scientific research in BASA, that correspond to its general policy.
5. The program of SC " Bulgarian Studies" and of the creative center "Poetry, belles letters, criticism" was enriched with new ideas - presentation of contemporary Bulgarian authors, literary evenings dedicated to the descendants of the Volga Bulgarians, promotion of Bulgarian poetic and literary arts at home and abroad.
6. The activities of "Civil Society", in particular the Institute of Journalism was diversified with a steady trend towards merging its operations with other cultural institutions.
7. Ideas emerged and steps were taken towards the introduction of a comprehensive approach to scientific activities with conducting the first interdisciplinary conferences. This is a positive direction associated with the main tasks of BASA for developing of multi-layered and organically related scientific activities whose introduction in the programs of the academy is recommended.
8. It is established an increased presence of members of BASA in the media with active publicism focused on important problems of the state and society in the areas of national security, the Bulgarian economy, the legal system, the demographic collapse, the state of Bulgarian Diaspora, healthcare and foreign policy.
 
Omissions at work
 
1. The scientific and creative centers work with different intensity. There are some structures that have not developed their activities enough and need stimulation, new members with the necessary educational and scientific background, eventually transformation or closing.
2. Some of the initiatives of the leadership could not be held mainly due to the lack of adequate administrative capacity, but also because of lack of support from all members of the academy - for example, we could not prepare Almanac of the members of BASA, to compound a catalog of books and publications, to accomplish a more representative concert activities and other. It is desirable to increase the presence of academic members in the conducted scientific conferences, concerts and literary-musical performances, to feel empathy of each member of BASA, to comprehensive performances of the Academy.
3. The organizers of certain events are not doing enough to promote them, relying only, and not always to the secretariat without preparing your own website notices, press releases, organizing press conferences and other forms of publication.
4. All centers and institutes have insufficient educational activities in SAEC - a necessary process for the implementation of the overall program of BASA, and to support its financing.
5. There are chronic difficulties in collecting membership dues, which is the only source of regular funding for the academy. Activity and initiative of the members of BASA are missing, to support the financing through sponsorship and donations of the Academic events.
6. Weaknesses and deficiencies in the administration of BASA are admitted, which has objective reasons - insufficient administrative capacity, lack of suitable building, inadequate office equipment. But it is possible through mobilization of the available resources to overcome at least partially these omissions. For example, to submit system information about activities carried out by the directors of the centers.
BASA operates under a chronic shortage of funds, refusal of the state bodies to grant subsidy, lack of housing stock. The administrative staff is minimal and much of the administrative work is done voluntarily by the members of the academy free. Many fruitful decisions and proposals with expected impact on different aspects of scientific, social, cultural and educational life are neglected by state and government institutions and without the necessary support remained only on paper. Such are the Doctrine for development of the state, the reconstruction program of sport and educational company "Yunak" , the program for further education in secondary schools - extracurricular activities, barriers to participation in the program of Ministry of Education and Science (MES), limiting the opportunity to build a monument to King Boris I - the Baptist and many other endeavors. The authorities are deaf and blind the need for which is repeatedly announced by public figures, MPs and politicians. Again, I will give an example of indifference to examine the Project on national doctrine, disregard to the White Paper on the world Parliament of the Bulgarians, the proposals for a monument to King Boris I the Baptist, an architectural project for pantheon of the Bulgarians, program of educational activities of the studying youth and many other.
We must admit that the great work of the members of the academy still can not lead it out to the recognition they need, to enter more widely and completely the scientific and cultural life of the country in order the academic activity to reach the general public and especially to the mind of the ruling bodies that could take full advantage of the capacity of our human resources. The main reasons we see in the regulatory policy and the national public televisions and press, which impose media blackout, and the difficult overcoming the inertia in the thinking of those in power.
The analysis of the current state of BASA need to do some reorganizations of the structure and mobilization in the activity of its members. Within the forthcoming mandate the management of BASA provides for realization of the three main directions:
1. It is necessary developing a program by the management to activate all resources of the academy for a stronger promotion of its activities to reach all citizens of Bulgaria and Bulgarians worldwide. For this purpose the efforts of the Management should focus on in-depth analysis of the current status of BASA and creation of a specific program with commitments of its academic structures and members.
A concrete expression of this program is the restoration of the magazine "Chronicles" in which to be reflected the achievements of our members with a significant contribution to development of science and culture in our country. And it is more than necessary to distinguish clearly civilian positions on unresolved and conflicts problems in our society.
2. A more rational restructuring of some centers and affirmation of their directors, which should assume greater responsibility on planning the work and its reporting is forthcoming. We suggest for the next five year mandate each center to distinguish two main functions which to be defined briefly and clearly:
- a strategic, doctrinaire, which contains analyzes in the respective field and prospects for development and
- the other- performing, with organizing scientific conferences, publications, educational activities, concerts, civil Initiatives.
3. It is necessary the activation of all the potential of the BASA's members which can not happen without personal voluntary and selfless participation of its members in the ambitious program of the academy and expansion the initiatives in its overall policy.
Let's wish for the next mandate:
All members of the Academy to show a bright, volitional and strong presence in our scientific, cultural and public life to promote Bulgarian creativity and preservation of the Bulgarian national spirit in the interest of Bulgaria.
